| As of 1 January 2012, the RWA will have concluded its operations with the transition of its functions to the Sydney Metropolitan Development Authority (SMDA)
and other agencies as appropriate.

The Redfern-Waterloo
Authority (RWA) was created by the Redfern-Waterloo Authority Act,
2004 (the Act). The RWA commenced operations in January 2005.
Under the Act, the RWA is responsible for revitalising the Redfern-Waterloo
area through a process known as urban renewal.
The Act sets out the RWA's functions which are:
- to promote, facilitate, manage, undertake and secure the social, economic,
ecological and other sustainable
development
and use of the
operational area,
including the
development
and management of land, the provision of infrastructure and the establishment of public areas,
- to provide and promote housing choices in the
operational area
(including for Aboriginal residents),
- to provide and promote employment opportunities for local residents, commercial opportunities for local businesses and cultural
development
(including to address the needs of the Aboriginal community) in the
operational area,
- to enhance and manage public places in the
operational area
and to improve, maintain and regulate the use of the public places,
- to promote, co-ordinate, organise, manage, undertake, secure, provide and conduct cultural, educational, commercial, recreational, entertainment and transport activities and facilities in the
operational area,
- to do any other thing for the sustainable improvement of the
operational area.
The RWA has defined its strategic planning and implementation activities through the NSW Government's Redfern Waterloo Plan. This Plan consists of three broad areas listed below.
1. The Built Environment
The RWA's strategies for enhancing the built environment of Redfern, Waterloo,
Eveleigh and Darlington concentrates on the issues of urban design, traffic,
public access, public transport, land use, affordable housing and urban renewal.

2. Employment and Enterprise
The RWA's Employment and Enterprise strategy has been developed to ensure that the employment opportunities
being created in the area both current and future are available to the local communities of Redfern,
Waterloo, Darlington and Eveleigh. The Employment and Enterprise Plan seeks to provide opportunities for
wealth creation for the local community through empowering those people that can work to create their own wealth
through meaningful employment or enterprise development.

3. Human Services
The Human Services Plan is about improving the well being of the people of Redfern-Waterloo.
Redfern and Waterloo are home to two
of Sydney's most culturally and ethnically diverse communities and has a proud history and
strong sense of identity. The Human Services Plan is to provide new or improved services to
match the local community's needs

REDFERN-WATERLOO AUTHORITY REPEAL BILL
The NSW Government introduced the Redfern-Waterloo Authority Repeal Bill 2011 on Tuesday, 18 October 2011 which will be presented to the Legislative Council accordingly.
The details of the Bill can be found here.
The objects of this Bill are to repeal the Redfern–Waterloo Authority Act 2004 and to dissolve the Redfern–Waterloo Authority (RWA) constituted by that Act. The Bill transfers assets, rights, liabilities and certain functions to the Sydney Metropolitan Development Authority (SMDA), which is constituted under the Growth Centres (Development Corporations) Act 1974 in respect of certain land in Redfern and Waterloo, where the RWA currently operates.
